Florham Park was incorporated by the State Assembly on March 20, 1899 and operates under a Borough form of government. The Borough form of government consists of a Mayor and six council members all of whom are elected at-large. The Mayor is elected to a four-year term and Council members to a three-year term. In the spirit of maintaining the tradition of volunteerism in Florham Park, the governing body serves the residents without pay or compensation and is one of the few Governing Bodies in Morris County that is fully comprised of volunteers. All Borough Boards, Commissions and Committees are also comprised of resident volunteers. Each council member is assigned a portfolio of responsibilities by the Mayor.
Borough Council meetings are normally held twice a month. The 1st monthly meeting is a work session which begins at 6:30 p.m. The second monthly meeting is a regular meeting beginning at 6:30 p.m. There is only one council meeting in the summer months and one meeting in December.

Biography
Joshua Marchal was elected in November of 2020. Josh serves as council liaison for Water and Sewer, Library and Gazebo. He was selected as Council President in 2024. Josh holds a master’s in business administration and a learning certification in Criminal Investigation he also holds a Series 7.6.63..66.24, CRPC Cres certification and Life and Health license. Josh proudly served in the United States Navy and was awarded the Navy Marine Corp achievement medal and Junior Sailor of the Year for The USS Raven MHC -61 in 1999. Professionally, Josh has spent over 20 years in finance. He has been in Leadership for a good part of his career managing Salesforces for larger financial institutions. Josh has served as a volunteer fire fighter since 2016 and is currently still an active firefighter. Josh is the treasurer for Company two in the department. Josh is a volunteer coach and coaches multiple sports in town including Football, Soccer, Baseball and Basketball. A lifelong New Jersey resident, Josh attended Midland Park High School and played multiple sports while in high school. He and his wife Shari have two boys Mason and Lucas and their dog Maggie. They live on Edgewood Drive.
