Chief Joseph Orlando
Chief Joseph Orlando serving as the 10th Chief of Police for the Borough of Florham Park oversees a team of 33 fully sworn police personnel, 3 Special Law Enforcement Officers and 9 civilian staff members, responsible for maintaining the safety and security of the Borough.
Chief Orlando’s educational background includes a Bachelor's Degree in Accounting from Fairleigh Dickinson University, as well as a Master's Degree in Public Administration from Fairleigh Dickinson University. Chief Orlando began his law enforcement career in 1997 as an Alternate Route Recruit and member of the 49th Basic Police Class, at the Morris County Police Training Academy. He was hired by the Florham Park Police Department upon graduation in June of 1997 and has served as a Patrol Officer, Detective, Detective Sergeant, Patrol Sergeant, Detective Lieutenant and Captain prior to being appointed Chief of Police on February 1, 2018.
Chief Orlando has demonstrated a commitment to professional development throughout his career. He has completed several prestigious programs, including the West Point Leadership and Command Program, The FBI Mid-Atlantic Command College, and The FBI Law Enforcement Executive Development Association Trilogy Program. Additionally, he is an Accredited Chief Executive with the New Jersey State Association of Chiefs of Police and recently completed a program regarding Contemporary Issues in Police Administration.
Chief Orlando currently oversees the local Office of Emergency Management; the Borough’s Information Technology function and serves as the Public Information Officer. He has made open communication and transparency with the community the foundation of his administration.
Chief Orlando actively participates in professional organizations, including the International Association of Chiefs of Police, New Jersey State Association of Chiefs of Police, FBI Law Enforcement Executive Development Association, and the Morris County Chiefs of Police Association. He currently serves as the Morris County Regional Emergency Deployment System Coordinator for the Morris County Chiefs Association; the 2024 Morris County Chiefs Association Vice President and will ascend to the Association’s President in 2025.
Captain Karl Svenningsen
Captain Karl Svenningsen attended the 47th Basic Police Class at the Morris County Police Academy under the Alternate Route program and joined the Florham Park Police Department in June 1996. During his career in the Patrol Division, Captain Svenningsen has also served as a member of specialized units such as the Motor Unit, Bike Patrol, the Honor Guard, and the Emergency Response Team (ERT). In April 2008, he was promoted to Sergeant where he was assigned to the supervision of a Patrol Squad.
Captain Svenningsen was then promoted to the rank of Lieutenant in 2018. Along with the responsibility of supervising two Patrol Squads, he was also the Commander of ERT. Captain Svenningsen continues to be active in department training including firearms training, active shooter response, CPR, and Radar.
On February 1, 2020, he was promoted to the rank of Captain. As Captain, he is responsible for the overall supervision of Patrol, Investigations, and Support Services.
Captain Svenningsen holds a Bachelor of Science degree from Kutztown University.
Lieutenant Brian Ford
Lieutenant Brian Ford joined the Florham Park Police Department as a dispatcher in September of 2001. Prior to that, he was an emergency services dispatcher for Hunterdon County Communications from October of 2000 until September 2001. He shares the role of being a 4th generation law enforcement officer with his brother, Tim, a Patrol Lieutenant in Union Township.
Lieutenant Ford was hired as a Patrolman in July of 2003 and attended the 62nd Basic Police Class at the Morris County Public Safety Academy. Following graduation, he served as a Patrol Officer through July of 2009.
In July of 2009, then-Officer Ford was assigned to the Investigations Division as a Detective. In February of 2017, he was promoted to Detective Sergeant where he continued to supervise the Investigations Division until being promoted to Lieutenant. He was also nominated and elected to the role of Vice President of the Morris County Detectives’ Association (MCDA).
In January of 2020, he was promoted to the rank of Lieutenant and continued to be assigned to the Investigations Division. In April of 2023, he transferred to the Patrol Division and now supervises 2 Patrol Squads.
Since beginning his law enforcement career, Lieutenant Ford has served the Florham Park Police Department in various roles including Traffic Safety Officer, Evidence Custodian, Firearms Investigations, and Juvenile Detective. He has been a member of our Emergency Response Team (ERT) since its inception and served as a member of the ERT Control Team. He has also received several awards and commendations both from within our agency and from outside agencies for his work over the years.
Over the course of his career, Lieutenant Ford has attended several specialized training programs including Top Gun Narcotics, DELTA, the NJSACOP Command & Leadership Academy, and the FBI Law Enforcement Executive Development Association’s (FBI-LEEDA) Supervisor Leadership Institute, Executive Leadership Institute, Command Leadership Institute, and Media & Public Relations Course. He has also served as a Task Force Officer and Team Leader on numerous occasions while temporarily assigned to the Special Enforcement Unit of the Morris County Prosecutor’s Office.
Lieutenant Ford received both his Bachelor’s Degree in Criminal Justice and his Master’s Degree in Justice and Public Administration from Saint Elizabeth’s University, here in Florham Park.
Lieutenant Brian Sampson
Lieutenant Brian Sampson began his law enforcement career in December of 2004 after he was hired by the State of NJ Human Services Police Department. He attended the 65th Basic Police Training Class at the Morris County Police Academy and graduated in June of 2005. During graduation, he was awarded the Certificate of Merit from the Police Training Commission. Upon graduation, Sampson functioned as a plain clothes patrolman assisting Child Protection and Permanency (DCPP) caseworker's throughout Essex County until December of 2006.
In December of 2006, Sampson was hired as a Patrolman by the Florham Park Police Department. During his time as patrolman, Sampson has served in the Honor Guard, the Emergency Response Team (ERT), Bicycle patrol, and as a Field Training Officer (FTO). In February of 2018, Sampson was promoted to the rank of Patrol Sergeant in charge of a 5 officer squad and served in that capacity for 2 years where he was also in charge of the tactical patrol team. In February of 2020, Sampson was promoted to the rank of Patrol Lieutenant and is in command of two patrol squads consisting of 10 officers and 2 dispatchers.
Lieutenant Sampson has attended numerous advanced supervisory and leadership classes promoting professional development to include the Frontline Supervisory School and the FBI-LEEDA (Law Enforcement Executive Development Association) Supervisory, Command and Executive Leadership Institutes. He is a recipient of the FBI-LEEDA Trilogy Award. He attended the Antietam, Gettysburg and Normandy (D-Day) Leadership staff ride/experience promoting leadership in times of crisis.
Lieutenant Sampson holds an Associate's degree in Criminal Justice from Middlesex County College and a Bachelor of Arts in Criminal Justice with Highest Honors from St. Elizabeth University. Lieutenant Sampson is an Iraqi Freedom veteran who served in Nassirya Iraq in 2003 and Kosovo in 2002 with the 2nd battalion 25th Marines. He is married with two daughters and two dogs (Cane Corso and English bulldog) and resides in Sussex County.
Lieutenant Michael Neilan
Lieutenant Michael Neilan joined the Florham Park Police Department as an Officer in June of 2006. Prior to that, he was a Maryland State Trooper from August 2004 to May 2006.
Lieutenant Neilan was hired as a Patrolman in June of 2006 and attended the Basic Police Class at the Morris County Public Safety Academy as a waiver candidate. Following graduation, he served as a Patrol Officer through September of 2014.
In September of 2014, Lieutenant Neilan was assigned to the Investigations Bureau as a Detective.
In June of 2017, he was elected the P.B.A. president for P.B.A. Local 78 and served as president until February of 2019.
In February of 2019, he was promoted to Patrol Sergeant where he was assigned to a patrol squad to supervise the daily operations of the patrol officers assigned to him.
In February of 2020, he was transferred to the Investigations Division where he supervised the Detective Bureau. In January of 2023, he was promoted to the rank of Lieutenant in command of the Investigations Division.

Lieutenant Neilan was a member of our multi-agency Emergency Response Team (ERT) and has been a member of the Honor Guard since its inception. He has also received several awards and commendations both from within our agency and from outside agencies for his work over the years.
Over the course of his career, Lieutenant Neilan has attended several training programs including Glock and Colt Armorer course, Handgun, Rifle, and Sub Gun instructor, and the FBI Law Enforcement Executive Development Association’s (FBI-LEEDA) Supervisor Leadership Institute, Executive Leadership Institute, and Command Leadership Institute. He has also served as an instructor for ICAT de-escalation training and assisted in training all sworn officers in Morris County.
Lieutenant Neilan received his Bachelor’s Degree in History from Rutgers University and his Master’s Degree in Justice and Public Administration from the College of Saint Elizabeth.
Lieutenant Daniel Bundschuh
Lieutenant Daniel Bundschuh was hired by the Florham Park Police Department and attended the Basic Course for Police Officers at Essex County Police Academy in March of 2008. Following graduation, he served in the Patrol Division until 2016.
In 2016, Lieutenant Bundschuh was transferred to the Support Services Division where he was assigned to Traffic and Information Technology related duties. In 2017, he was designated as an Officer in Charge to supervise a patrol shift in the absence of the shift Sergeant. Lieutenant Bundschuh was transferred back to the Patrol Division in 2019 and was the Officer in Charge of a patrol squad.
In 2020, Lieutenant Bundschuh was promoted to the rank of Sergeant and was transferred to the Support Services Division. Here, he supervised the Community Policing Unit, Communications, and was directly involved in the Traffic Unit and Information Technology responsibilities for the Borough.
In 2023, he attained the rank of Lieutenant in the Support Services Division. Here, he oversees the Community Policing Unit, Traffic Unit, and Motorcycle Unit, as well as the Borough’s Information Technology infrastructure, Records Management, and Fleet Management.
Lieutenant Bundschuh holds a Bachelor’s Degree in Information Technology and Informatics from Rutgers University, a Master’s Degree in Justice Administration and Public Service from Saint Elizabeth University, and a Certificate in Cyber Security Investigations from Saint Elizabeth University.
Lieutenant Bundschuh has been the Borough of Florham Park’s Office of Emergency Management (OEM) Coordinator since 2017 and is responsible for the planning, activating, coordinating, and the conduct of Emergency Management operations within the Borough.
Lieutenant Bundschuh holds an instructor certification for several courses including BLS/CPR, Radar, 9-1-1, and Crossing Guard. He is also a certified Crash Reconstructionist and participates on the Morris County Prosecutor’s Office Vehicle Homicide Task Force since 2019.

The Juvenile Liaison Officer (JLO) is responsible for overseeing all juvenile matters for the Florham Park Police Department. The JLO is familiar with local resources and community-based programs available to assist juveniles and their families, and is well-versed in the various diversionary programs available to divert youth from the Juvenile Justice System. The JLO is up-to-date on legislative changes, and changes to policy and procedure regarding Juvenile Justice Reform.
