ATTENTION FIREARMS APPLICANTS
All firearm applications must be submitted through the Firearms Application & Registration System (FARS).
All applications must be submitted through the FARS portal. Paper applications will no longer be accepted. Once your application is approved, you will receive an email from the State advising you of its approval. The State is no longer issuing physical paper versions of Firearm Identification cards (FID), Permit to Purchase a Handgun, or Permit to Carry a Handgun. When you go to purchase a firearm/ammo, the Federal Firearms License (FFL) will be able to check the status of your FID/Permit through a State-run database.
Upon submission of your online application, the FARS portal will send out an automated questionnaire to your references, so please ensure their contact information is correct. If an incorrect email address is entered, please notify us immediately so that we can make the correction and have the questionnaire resent. Please have your references check their Spam/Junk folder for the email. The email does not come from the Police Department, it comes from the State (NJ Firearms System/njportal), so searching for a Florham Park sender will not yield any results.
Those applying for the first time for a Firearms Identification Card and/or have not been fingerprinted for firearms in New Jersey before; you will need to make an appointment for fingerprinting through IdentoGo, which will be prompted to you during the initial application process, or at https://www.identogo.com/services/live-scan-fingerprinting. The Service Code for Firearms Licensing is 2F164B and our Florham Park Court code (ORI) is NJ0141100. These codes must be entered during the fingerprint scheduling when prompted to ensure the proper checks are completed and the results are sent directly to us. Your background cannot begin until you are fingerprinted and the results are received by us.

Medical Marijuana
Although marijuana has been decriminalized in New Jersey, it is still considered illegal under federal law. Therefore, if you hold a medical marijuana card, you are federally prohibited from purchasing/owning a firearm. If your medical marijuana card has expired, you are free to apply for a firearm.
If any of the above disqualifiers apply to you, your application will most likely be denied during the background investigation. No refunds can be given by the State and/or the Investigating Agency.
You have the right to appeal any firearms application denial. You will have 30 days from the receipt of your denial notification to file a written appeal with the Superior Court of Morris County. A copy of the written appeal must also be sent to the Florham Park Police Chief within those same 30 days.
Occasionally, delays occur within the State’s firearms system requiring manual intervention by the investigating agency. If your fingerprint results are lost in the system, we will not be notified and your application will be stalled until we can locate them and match the results to your application. You are encouraged to email Det/Sgt. Frank Pietropinto (565@fppd.net or fpietropinto@fppd.net) after you have been fingerprinted, and after you have made payment to the Borough (especially if paying by mail or after hours) so your application can be processed in a timely manner and corrections can be made if need be. We are limited in what we can edit within the system so please do your best to ensure all information is correct before submitting. You will receive an email once we receive your application with much of the same information displayed here along with the exact fee owed to the department.
If you submitted your application by mistake and/or are no longer interested in applying for an FID/Permit, please contact us so we can withdraw your application. Applicants who have not been fingerprinted and/or have not made payment to the Borough within three (3) months of applying will have their applications withdrawn and will be required to reapply. A withdrawal will NOT affect future applications.

Payment
In accordance with NJ State Statute, the Florham Park Police Department is required to collect a fee for the processing and completion of any application for a Firearms Identification Card (FID), Permit to Purchase a Handgun, or Permit to Carry a Handgun (PTC). Per the statute, the Florham Park Police Department cannot begin the background investigation until the fee is paid in full. The fee is for the total number of permits and FID card applications. (Please note that as of 12/22/2022, the State has increased the required fees for firearms applications. See below.)
State Legislation Bill A4769 – ”…. the bill increases the fee to obtain a Permit to Purchase a Handgun from two dollars to $25. The fee for the Firearms Purchaser Identification Card would be increased from five dollars to $50.” An application for a Change of Address on your FID card does not require a fee.
2C:58-3f-The application for the permit to purchase a handgun with a fee of $25 per permit, or the application for the firearms purchaser identification card with a fee of $50, shall be delivered or forwarded to the licensing authority who shall investigate the same.
2C:58-3g-Disposition of fees. All fees for permits shall be paid to the State Treasury if the permit is issued by the superintendent, to the municipality if issued by the chief of police, and to the county treasurer if issued by the judge of the Superior Court.
2C:58-4c(4)- In the case of an application made to the chief police officer of a municipality for the permit to carry a handgun, $150 of the fee shall be retained by the municipality and the remaining $50 shall be forwarded to the superintendent. The fee amount retained by the municipality shall be used to defray the costs of investigation, administration, and processing of the permit to carry handgun applications. Application fees made to the superintendent shall be deposited into the Victims of Crime Compensation Office account.
Payments made during business hours (Monday – Friday 8:00am - 2:30pm) can be paid to the Borough via check or cash (exact change). Police Records will provide you with a receipt slip at the time of payment. Payments made outside of business hours can be dropped off at Police Dispatch. Payments can also be mailed attention: Adrianne Farrell. Please keep in mind, the fee you paid online during your initial application through the Firearms Application & Registration System (FARS) is in addition to what the State mandates us to collect from each applicant. Please address your payments accordingly. Refunds cannot be given.
Firearm Identification Card/Permit to Purchase a Handgun
To apply for a Firearms Identification Card (FID) and/or a Permit to Purchase a Handgun, follow this link: Firearms Purchaser Identification Card and/or Handgun Purchase Permit (njportal.com). An FID card will only allow you to purchase ammunition and long guns (rifles, shotguns, etc.) not handguns.
Permit to Purchase a Handgun
If you wish to purchase a handgun, you will need a Permit to Purchase a Handgun for each handgun you wish to buy. The permits are valid for 90 days with an automatic 90-day extension (180 days total). There is no limit to how many permits you can apply for, however, NJ only allows one (1) handgun purchase every 30 days, and permits cannot be extended past the 180 days. We are unable to reactivate your permit once it expires and you will need to reapply for any additional permits not used.
All applicants who have resided outside of New Jersey within the past 10 years will be required to have an out-of-state Mental Health Records check performed by the investigating agency. We will email you a form to complete and sign after your application is submitted.
All first-time applicants who were born outside of the United States will have an Immigration Inquiry check performed by the investigating agency. If you have an Alien Registration Number (ARN) or Passport Number, please input that in the application.
2C:58-3(c)(16) “A handgun purchase permit or firearms purchaser identification card shall not be issued: To any non-citizen who is unlawfully present in the United States and to whom the sale, transfer, or disposition of a firearm is prohibited pursuant to 18 U.S.C. §922(d)(5) on the basis of the non-citizen’s immigration status.”
Permit to Carry a Handgun
If you intend to carry your handgun on your person outside of your home/property, a Permit to Carry a Handgun (PTC) is required. Permit to Carry applicants (who apply using the new portal in FARS) will no longer be issued a physical permit, and are no longer required to carry their permit with them. If for some reason your PTC needs to be verified, Law Enforcement will be able to check the status through a State-run database. It is recommended you have the confirmation email saved on your phone and/or your State Bureau of Identification (SBI) number readily available. All PTC holders who were issued a physical paper permit prior to the FARS portal process are still required to have their permit with them any time they are carrying. PTC holders must be carrying a handgun lawfully owned by them and legal in the State of New Jersey; inclusive of magazine capacity, (10 rounds max).

An important message regarding carrying firearms!
With Permits to Carry in New Jersey becoming more accessible due to recent changes in legislation, it is extremely important that those with valid carry permits remember the restrictions that have NOT changed. The most important, in our opinion, is that legally possessed weapons are NOT permitted inside any schools or on any school grounds statewide, even if possessed by a civilian with an approved New Jersey Permit to Carry. This applies to any school, college, university, or other educational institution, whether in session or not. There has been, and will continue to be, zero tolerance for violations of this law. This is state law under N.J.S.A. 2C:39-5e; the full text can be found here - https://codes.findlaw.com/nj/title-2c-the-new-jersey-code-of-criminal-justice/nj-st-sect-2c-39-5.html. The penalty for violation of this statute carries a 3rd degree criminal charge, which may result in a criminal record, the loss of your firearm, and the loss of your right to own/carry a firearm.
