Project Lifesaver

The Project Lifesaver program has been implemented by the Morris County Sheriff’s Office in an effort to provide enhanced support and assistance to Morris County residents who are primary caregivers for an individual suffering from Alzheimer’s disease or a related dementia disorder as well as families of children afflicted with Down syndrome, autism, traumatic brain injuries or cognitive impairments.

Project Lifesaver allows for a proactive response by law enforcement for individuals that might be prone to wander away from home and become confused or lost.

Participants in the Project Lifesaver program wear a special wrist or ankle bracelet equipped with a small transmitter which emits a signal that law enforcement can track when someone goes missing. Search times have been reduced from days and hours, to minutes. Average recovery times are well under 30 minutes.

Blue Envelope Program

The Florham Park Police Department has partnered with the Morris County Sheriff’s Office, the Morris County Prosecutor’s Office, and the Morris County Police Chiefs Association to launch the Blue Envelope Program in an effort to assist officers and those with Autism Spectrum Disorder (ASD) better understand one another during police and citizen motor vehicle contacts.

The purpose of the program is to alleviate the unnecessary confusion that sometimes exit when law enforcement encounters an individual/motor vehicle operator who has ASD.  The program offers a simple and safe way for law enforcement and individuals with ASD to communicate and understand one another immediately.  Those affected by ASD are provided a “Blue Envelope” which contains the individual’s emergency contacts and photocopies of the individual’s driver’s license, registration and insurance card, along with instructions to alert and educate the law enforcement officer the individual they’re encountering may possibly exhibit certain behaviors due to their disorder.   It also provides the individual with ASD information about what to expect when being involved in a motor vehicle stop or accident which requires law enforcement involvement.  The overall goal of the program is to provide a mutual understanding and create safe police/citizen encounters.


I would like to thank Chief Almer, of the Washington Twp Police Department, for his leadership in launching this program and the Morris County Sheriff, James Gannon, for printing and distributing over 3,000 Blue Envelopes to all Morris County law enforcement agencies to distribute to their resident populations.

Operation Take Back

Prescription Drug Disposal Programs

National Prescription Drug Take Back Day aims to provide a safe, convenient, and responsible means of disposing of prescription drugs, while also educating the general public about the potential for abuse and medications. National Prescription Drug Take Back Day events are held twice a year and are sponsored by the United States Drug Enforcement Agency.

In addition to National Prescription Drug Take Back Day, the Florham Park Police Department in an effort to curb or reduce the abuse of prescription, over-the-counter, and other unused household medication, maintains a Prescription Drug Collection Unit, located in the main lobby of the Florham Park Borough Hall, just outside the entrance for the Florham Park Police Department. This will allow Florham Park residents to anonymously dispose of unwanted medications 365 days a year, 24 hours a day.

Sharps cannot be accepted by either disposal program. Any sharps should be brought to Morristown Medical Center in an approved container for proper disposal.

Fingerprinting

Members of the Detective Bureau will fingerprint residents of the Borough, or employees of local businesses, whose employers require them to be fingerprinted for work related purposes.  Detectives are available for fingerprinting every Tuesday from 1:00 PM until 4:00 PM. Please be mindful of the following requirements;

  • Your employer must provide you with fingerprint cards prior to your arrival at Police Headquarters.  
  • There is a $15.00 per card fingerprint fee which must be paid to the Borough Clerk prior to being
  • fingerprinted.
  • Payment to the Borough Clerk must be in the form of cash or check.
  • You must arrive with a photo identification.
  • DO NOT sign your fingerprint cards prior to arriving at Police Headquarters.

Hire a Police Officer

The hiring of an off duty police officer for traffic control and/or security functions is strictly regulated by department policy and borough ordinance. Below are the terms of such service including the hourly rates, administrative fees and escrow requirements. Florham Park Borough Ordinance 46-8 Regulates the hiring of a police officer for traffic control and security functions. The rates of pay and other terms are outlined below:

Rates:  
The police officer performing the third-party assignment shall be paid by the Borough at the gross hourly rate of $85 per hour with a four-hour minimum for all assignments. Once the officer works the four-hour minimum, the officer will be paid the full payment for the scheduled hours. Any hours worked past the scheduled end time will be paid on an hourly basis. The police officer will also be paid the four-hour minimum for all jobs that are canceled less than three hours prior to the scheduled start time of the job.

Administrative and vehicle fees; escrow account:   

  • The Borough shall, in addition to the hourly rate for the police officer set forth above, charge an administrative fee of $5 per hour.
  • An additional fee per vehicle of $50 per day or $10 per hour (whichever is greater) shall be charged when a marked police vehicle is used in the performance of an assignment. The decision whether or not to use a police vehicle will be at the sole discretion of the Borough of Florham Park Police Department.
  • At least five business days prior to the performance of any third-party assignment, the third party contracting for such services shall establish with the Borough an escrow account to guarantee payment for said services. The third party shall provide an estimate of the time the police officer(s) will be needed, multiplied by the hourly rate of $60 per hour. Upon approval of said estimate by the Chief, 110% of the estimate shall be deposited into the escrow account. The funds held in the escrow account shall be used for the payment of the police officer in accordance with rates described above. Upon completion of the third-party assignment, the balance in the escrow account shall be refunded in full to the third party. The Police Chief, with authorization from the Borough Administrator, may provide exceptions to the requirement to establish an escrow account with the Borough for emergent jobs.
