The Project Lifesaver program has been implemented by the Morris County Sheriff’s Office in an effort to provide enhanced support and assistance to Morris County residents who are primary caregivers for an individual suffering from Alzheimer’s disease or a related dementia disorder as well as families of children afflicted with Down syndrome, autism, traumatic brain injuries or cognitive impairments.
Project Lifesaver allows for a proactive response by law enforcement for individuals that might be prone to wander away from home and become confused or lost.
Participants in the Project Lifesaver program wear a special wrist or ankle bracelet equipped with a small transmitter which emits a signal that law enforcement can track when someone goes missing. Search times have been reduced from days and hours, to minutes. Average recovery times are well under 30 minutes.
The Florham Park Police Department has partnered with the Morris County Sheriff’s Office, the Morris County Prosecutor’s Office, and the Morris County Police Chiefs Association to launch the Blue Envelope Program in an effort to assist officers and those with Autism Spectrum Disorder (ASD) better understand one another during police and citizen motor vehicle contacts.
The purpose of the program is to alleviate the unnecessary confusion that sometimes exit when law enforcement encounters an individual/motor vehicle operator who has ASD. The program offers a simple and safe way for law enforcement and individuals with ASD to communicate and understand one another immediately. Those affected by ASD are provided a “Blue Envelope” which contains the individual’s emergency contacts and photocopies of the individual’s driver’s license, registration and insurance card, along with instructions to alert and educate the law enforcement officer the individual they’re encountering may possibly exhibit certain behaviors due to their disorder. It also provides the individual with ASD information about what to expect when being involved in a motor vehicle stop or accident which requires law enforcement involvement. The overall goal of the program is to provide a mutual understanding and create safe police/citizen encounters.
I would like to thank Chief Almer, of the Washington Twp Police Department, for his leadership in launching this program and the Morris County Sheriff, James Gannon, for printing and distributing over 3,000 Blue Envelopes to all Morris County law enforcement agencies to distribute to their resident populations.

Prescription Drug Disposal Programs
National Prescription Drug Take Back Day aims to provide a safe, convenient, and responsible means of disposing of prescription drugs, while also educating the general public about the potential for abuse and medications. National Prescription Drug Take Back Day events are held twice a year and are sponsored by the United States Drug Enforcement Agency.
In addition to National Prescription Drug Take Back Day, the Florham Park Police Department in an effort to curb or reduce the abuse of prescription, over-the-counter, and other unused household medication, maintains a Prescription Drug Collection Unit, located in the main lobby of the Florham Park Borough Hall, just outside the entrance for the Florham Park Police Department. This will allow Florham Park residents to anonymously dispose of unwanted medications 365 days a year, 24 hours a day.
Sharps cannot be accepted by either disposal program. Any sharps should be brought to Morristown Medical Center in an approved container for proper disposal.
Members of the Detective Bureau will fingerprint residents of the Borough, or employees of local businesses, whose employers require them to be fingerprinted for work related purposes. Detectives are available for fingerprinting every Tuesday from 1:00 PM until 4:00 PM. Please be mindful of the following requirements;

The hiring of an off duty police officer for traffic control and/or security functions is strictly regulated by department policy and borough ordinance. Below are the terms of such service including the hourly rates, administrative fees and escrow requirements. Florham Park Borough Ordinance 46-8 Regulates the hiring of a police officer for traffic control and security functions. The rates of pay and other terms are outlined below:

The police officer performing the third-party assignment shall be paid by the Borough at the gross hourly rate of $85 per hour with a four-hour minimum for all assignments. Once the officer works the four-hour minimum, the officer will be paid the full payment for the scheduled hours. Any hours worked past the scheduled end time will be paid on an hourly basis. The police officer will also be paid the four-hour minimum for all jobs that are canceled less than three hours prior to the scheduled start time of the job.
