The Municipal Clerk’s Office is known as the “gateway to the community” and is always available to assist the public.
The responsibilities of the Municipal Clerk as set forth by Statute include the following:
(1) Act as Secretary of the Municipal Corporation and custodian of the municipal seal and of all minutes, books, deeds, bonds, contracts, and archival records.
(2) Act as Secretary to the Governing Body and responsible for the preparation of meeting agendas and minutes and the retention of the original copies of all ordinances and resolutions.
(3) Serve as the Chief Administrative Officer in all Elections held in the municipality, subject to the requirements of Title 19 of the Revised Statutes.
(4) Serve as Chief Registrar of Voters in the municipality, subject to the requirements of Title 19 of the Revised Statutes.
(5) Serve as the Administrative Officer responsible for the acceptance of applications for licenses and permits and the issuance of licenses and permits, except where statute or municipal ordinance has delegated that responsibility to some other municipal officer.
(6) Serve as Coordinator and Records Manager responsible for implementing local archives and records retention programs as mandated.
(7) Perform such other duties as are now or hereafter imposed by statute, regulation or by municipal ordinance or regulation.
"No other office in municipal service has so many contracts. It serves the mayor, the city council, the city manager (when there is one), and all administrative departments without exception. All of them call upon it, almost daily, for some service or information. Its work is not spectacular, but it demands versatility, alertness, accuracy, and no end of patience. The public does not realize how many loose ends of city administration this office pulls together." ~Political Scientist Professor William Bennett Munro (1934)
